(in the wreaths) a) Ἡ βουλὴ b) Νεικα- καὶ ὁ δῆ- εῖς μος Ὀλυμπι- ασταί c) Νεικομ- d) ῥοπο- e) βυρσεῖς 5 ηδεῖς πῶλαι (below the wreaths) Φίλιππος Φιλίππου τῷ υἱῶι καὶ Παπιας Φιλίππου τῷ ἀδελ- φῶι Φιλίππωι ζήσαντι 10 ἔτη λ’ μνήμης χάριν.

Translation
(a) The Council and the People. (b) [The community of] Nicaeans – Olympiasts. (c) [The community of] Nicomedians. (d) [The guild of] hucksters. (e) [The guild of] tanners. Philippos, son of Philippos – for his son, and Papias, son of Philippos – for his brother: Philippos, son of Philippos, who lived 30 years, in memory.

Apparatus
Ligatures: l. 11: ΤΗ, ΜΝ, ΜΗ. The numeral Λ in l. 11 is surrounded by points and marked with a line above it.
L. 7: Φίλλιππος in Mihailov is obviously a misprint.

Commentary
The wreaths represent the communities which took part in the funeral, and of which the deceased and his relatives should have been members. The family of the deceased appears to have originated from Asia Minor, as shown by the presence of societies of Nicaeans and Nicomedians and by the name of one of the brothers, Papias.
